It's entirely *possible* that the CL engineers are completely
incompetent and presently peering into the EDFAs while repeatedly
pushing the Laser Shutdown Override and saying to each other "I think
I saw it flash, do that again..."

I suspect that it is *much* more likely that whoever the press called
is entirely non-technical, but trying to be helpful and explaining
what *they* know at the moment.
The story that ends up in the paper is often wildly different from
what an engineer would say..

I don't think the execution is relevant when it was obviously a bad
idea in the first place.
This is like putting rabid weasels in your pants, and later expressing
regret at having chosen those particular rabid weasels and that pair
