[outages] AWS us-west-2 network issue?

Anyone else seeing issues to and from us-west-2?

Looks like routing between us-west-2 and us-west-1 are going though
us-east-1 and eu-west-2 as well as a high packet loss from the SF bay area
into us-west-2.
