[outages] EC2 Routing Issues

We had trouble with Zayo from 2:43am PT to 6:22am PT between
ae5.er2.iad10.us.zip.zayo.com and ae1.cr2.dca2.us.zip.zayo.com that
impaired our ability to talk to us-east in AWS, including S3 and EC2.
