[outages] Level3 DECIX/Frankfurt Packet Loss

Hi,

indeed, we were also having serious issues and confirmed the 
packetloss/connectivity-loss (worldwide) via RIPE Atlas queries. We had 
to switch it off. Ticket opened @level3.
