[outages] Comcast outage in Northern CA

Looks like a fire took out part of Comcast's infrastructure in Fresno, 
CA, causing connectivity issues to customers in central/northern 
California. A few users I've talked to in the northern half of the state 
don't seem to be having issues, so I guess it's hit-and-miss.
