[outages] packet loss to us-east-1

I'm not sure these are related (I'm seeing zero packet loss to Slack from Chicago on Cogent) but Slack's definitely broken. Seemed to have been a cascading failure, a colleague of mine complained over IRC he got booted from his, then I got booted from one Slack team, then another.
