Not surprising on the ETR. Charter never provides one, even to enterprise level customers. FWIW, last time we had a "high priority" outage, it took 21 hours for them to resolve it...

some of Charter's core gear in the area died and they are working with Cisco to get it replaced.  We're seeing packet loss because of saturation on their backhaul as they re-reroute traffic.  There's no ETR, but thousands of customers are currently affected so it's high priority.

Friends of mine in Sault Ste Marie, MI have been seeing this for a few days now, off and on. I tried to assist in tracking it down with an ingress mtr, but all of Charter's routers don't respond to ICMP echo, so it's impossible for me to determine. Example for return path (CA -> MI) (focus on destination please):
