[outages] Charter Telephone outage

I've had reports from offices in 2 different states (TN, GA) already telling me that their phone number has been disconnected, or they get a busy signal. Anyone else having issues? Their automated system says they're aware of issues in NC, SC, and CT - but no mention of TN or GA.
