Governor JBE is reporting it is due to a flooded switch location on Choctaw
in BR.  ATT is reportedly bringing in equipment from 'out of state' to
attempt to restore service.

If your friends have internet, they should be able to access Google Voice,
Skype, WiFi calling, etc.
