[outages] Comcast outage at Halsey Street in Newark NJ

All,

We received an alert that one of our links for Comcast at Halsey Street
in Newark, NJ went down at 00:58 EST this morning.  They identified that
construction crews cut a fiber cable.

It is now 09:10 and the issue still persists.
