[outages] AS209 - AS6939 Loss

Seeing loss and extremely high latency from Comcast to AS 209 starting at dax-edge-03.inet.qwest.com as well.
I can confirm this as well. I am seeing packet loss and extreme latency on our fiber circuit in NC.
