[outages] Anyone having issues with HE in NY?

We have been having a lot of problems to London and any countries that peer
through London (Cyprus, Israel etc.). It looks like ingress packets were
being dropped. We just removed them from routing and it is looking a lot
better. Anyone else having issues?
