[outages] Routing to/from Level 3

[Mauricio Lizano]

Did anyone else experience issues routing to/from Level 3 from about 11:20
to around 11:40 Central time today? The issue kinda just went away before I
could exacly identify it. Trying to figure out if it was just me.
