[outages] LA frontier FIOS issues?

I believe the issues are either with Level3 or with Level3/Frontier.  We've been working with their NOC but haven't seen resolution yet.  We've seen this issue previously with LAG instability / physical fiber circuit connection issues on their interconnects with Level3....

Anything for us in Temecula, CA areas into anything Level3 is wonky.
