Okay, looks like this is still ongoing with no ETR. Found forum posts
talking about Pacnet/Telstra experiencing issues from undersea cuts since
Feb 29th, and I just got this from PCCW to back up Marty's information–
It is due to multiple submarine cable issue in Singapore and we cannot
