[outages] he.net Authoritative DNS down

Note that our monitoring system noticed that the AAAA for he.net was lost at 1:02 pm U.S. Central.  Other RR seem to be there.

For what it's worth, the he.net authority servers are responding accurately for dynstatus.com/IN/A, and earlier empty/RCODE NOERROR responses seem to be expiring as expected from caches.
