[outages] Zayo issue? 03.23.2016

Onvoy, who owns Zayo and many other providers, is having a major outage due
to power loss in Denver.  That's right, a major national carrier has
insufficient generator capacity to sustain operations if the power goes
out.  Ridiculous, but alas, true.
