[outages] VoIP Innovations Down due to Level3 Outage?

VI Ticket number 147378

"We are creating this public ticket to advise you that there appears to be
Level 3 network issues affecting internet routing at this time. Details are
few, but some customers may experience issues reaching our IP addresses
depending on the path you are taking. We will provide additional details as
they become available."

I just had a report from a customer that I suspect is related now that I'm
aware of this.
