[outages] Level3 VoIP Issues?

Bandwidth also has its own CLEC operation, and we didn't see any impact to
origination services through them since the majority of our DIDs are on
their own network. No impact to termination through them that I'm aware of,
though it could be that we had some traffic going out through other
carriers.
