[outages] Level3 VoIP Issues?

Time to move it to outages-discussion, so CCing that list.  Don't
reply-all and keep it on both lists...

: changes that were successful in allowing calls to reach the switches 
: and process accurately. 


Sounds like normal oh shit bad configuration push or oh shit this wasn't 
fully tested and the devices are falling over.
