[outages] Outages Digest, Vol 100, Issue 1

I saw a few things yesterday, but I don't think it effected that many people, the Frankfurt thing is actually Equinix, not Century Link, I'm pretty sure that was an issue with a DAS that was resolved pretty quickly.
