[outages] Can't reach Google IPv6, TWC -> XO -> ???

Just wanted to close this out.  The issue has been resolved.  If anyone
wants details, they can email me.  Thanks to everyone that provided
information and traces, especially to XO that provided multiple peeks
into their network.
