[outages] Allstream outage in Toronto

Not seeing any issues in Waterloo, ON on Allstream – our routing definitely goes back through Toronto to the Internet.

Anybody seeing outages on Allstream in Toronto? Our primary DIA circuit with Allstream seems to be having heavy packet loss.
