[outages] Possible QueryFoundry outage

On noticing a some VPS hosted at CloudShards, and Cloudshards main
site being down, it seems there might be a wider outage with the
provider QueryFoundry

Traceroute isn't giving me any useful information as to upstream of
that netblock. Are there are upstream providers who recognise the
names and can indicate what the problem might be?
