[outages] XO fiber cut in Georgia, USA

Received Trouble Report, Isolated to Network Outage
Saw circuit go down at 1:59 PM Eastern time.  We opened a ticket with XO support and were told this:  "Fiber cut between Bogart and Smyrna GA Alert Update: Local market and Transport Operations are still investigating."
