Same here, we use a Level 3 DNS as one of our IPSLA responders and we saw issues between about 4:45 and 5:30 getting to it.  I guess the moral of the story is use Google's DNS instead :)

I live in Alabama, and I noticed there were issues getting to some Level3 IP addresses during this time from my ATT DSL connection.
