[outages] Centurylink - Los Angeles Fiber Cut

We have long haul wave circuit down. CL Said they also have a fiber cut in the Los Angeles Metro area. On top of the issues in Denver. This circuit goes through both markets on it's way to the east coast, so not sure which one is affecting our circuit.
