[outages] Live.com or Microsoft account login

I am also seeing the same thing with people logging in on their phone accounts. Mine included. Been happening all day.

I'm hearing complaints with some windows 8.1 users unable to login to their computers when they use a Microsoft account... getting to account.live.com is a hit or miss too
