[outages] TWCABLE/Spectrum fiber outage

Currently experiencing an "enterprise fiber" outage in Rochester, NY.  Not sure how widespread.  Doesn't appear to be affecting
any residential services.  We do have an open ticket number with TWC/Spectrum.
