FYI, 

This was part of a planned regional outage. Our upstream provider was alerted to this maintenance on Monday and passed word to us. It looks like Level3 has blown past their window in some areas...

We saw Level3 MPLS service go down in Portland, OR about the same time. Bgp sessions flapped a few times.
