[outages] REMINDER: DST

This Sunday, 015959 US local time will be immediately followed by 010000, in
all states/provinces that observe DST.

This means that local apps will experience reverse clock-slew, and that 
multistate networks will experience multiple incidents of clocks-out-of-phase,
*if they work off local time instead of UTC* (which all apps should do, 
internally, to avoid this).

If you can't plan or test ahead, at least keep an eye on things, to avoid...

outages.
