[outages] cocmast packetloss and high latency

Been going on for about 40 minutes here in southeast Michigan. Ann response times are 150+ ms with multiple nodes reporting down. This is from our SolarWinds monitor in 123.net datacenter.

Any of y'all got MTRs? Word on the grapevine from a friend in Sweden is
that it's a Level3 issue.

My home connection with Bell Canada is affected but only seeing packet
loss on Level3 paths.
