[outages] cocmast packetloss and high latency

I have  the following areas under an outage:
Bellingham, WA
Salem, OR
Beaverton, OR
Seattle, WA
St. Helens, OR
Hillsboro, OR
Portland, OR

All are issues are on the Comcast circuit.

I have a few Lvl 3 sites, but not having much issues with them yet.
