I’m able to access the linked URL from Central Alabama, and all the checks were green for all datacenters. Traceroute fails for me but that could be a firewall blocking ICMP someplace.
Also, “azure.microsoft.com” resolves to a different address for me (waws-prod-dm1-001.cloudapp.net [23.99.128.52]) but the traffic also stops at MSN:

I am unable to access any of our instances we have running in the North Central Region.
