[outages] Comcast failure, NE Illinois

Large-area Comcast failure in Northeastern Illinois. Fiber circuits have been down for about a half hour. Spoke with their tech support, they indicate a failed XFP unit, no time to restore given yet. Support guesses we should expect something in the 3-hour-plus range.
