[outages] Broadband Issues - Philadelphia and New Jersey

Not sure but we're getting some alerts from our ThousandEyes Monitoring 
System that our some of our network prefixes in Ashburn VA are 
unreachable from certain areas such as Washington DC, Stockton CA, etc.
