[outages] Outage between Amsterdam and Frankfurt

Only have a 10G wave down - I'm surprised more people have not reported 
this. I know, anecdotally due to latency increases between AMS and FRA, 
that it is effecting multiple providers.

Update 7: Please be advised as per the latest update from our partner, 
Crews have located the damage Keulsekade, nabij Vleutensebrug Utrecht. 
Damage was to a 1.5m diameter pipe containing 35 conduits of fiber. 
Multiple providers are on site to do repairs. OSP has new duct and cable 
in route, but does not have an ETA at this time. Further updates to 
follow.

Update 6: Please be advised as per the latest update from our partner, 
their crews have identified the damage and it appears a construction 
crew has bored through the fiber. Our crews are still assessing the 
damage at this time. Further updates to follow.

Update 5: Please be advised as per the latest update from our partner, 
their 3rd party engineers are onsite at the location of the damage and 
are working on a restoration plan. There is no ETR at this time. More 
updates to follow.

Update 4: Please be advised as per the latest update from our partner, 
their 3rd party providers engineers have tested from Doorn and located 
the break at 31.548km from the site. Engineers are now en route to the 
suspected break site to investigate further. Case has been escalated to 
the upper management in our partner’s network. Currently there is no 
ETR. More updates to follow.

Update 3: Please be advised as per the latest update from our partner, 
their 3rd party providers engineer has arrived at Doorn. Their second 
engineer is expected to arrive at Amsterdam within the next 30 minutes. 
Current ETA is 20:30 CET. More updates to follow.

Update 2: Please be advised as per the latest update from our partner, 
the 3rd party provider has mobilized their field team and dispatched 
them to the fault site. Currently there is no ETA/ETR available.

Update 1: We have raise case with our partner in UK. As per their end 
observation services down due to fiber break 42 km from Amsterdam. Our 
partner will have dispatched their repair team shortly. NO ETA now.
