[outages] Level3 - Drop is CT/NY Area?

Update from L3 regarding Dallas:

The IP NOC has responded to a router issue in Dallas, TX that is impacting IP services and have confirmed that the router is up and reachable, but is unable to get to the routes.  Investigations are currently ongoing to identify the cause if the issue.
