[outages] Level 3 Outage in Louisiana

[Gene Mason]

Baton Rouge, Gonzales, SE Louisiana having reports of packets being dropped at L3 routers.

Several clients have reported slow/intermittent connections, and tracerts show packets dropping at L3 as well.
