[outages] Internet outages in TN/KY/VA/GA areas

Cincinnati - Just has a few minutes of intermittent connectivity issues about 30 minutes ago.  Connected to CenturyLink/Level3, Spectrum, and Cincinnati Bell.  Have not dug into it.
