Several times late last night we had our weather alert radio activate and
broadcast an unintelligible message about 911 being down.  It wasn't
reception problems. The cadence of the dumb computer voice made it nearly
impossible to understand.

The alert came through ~5 hours after 911 went offline everywhere.
