[outages] ATT Phones in Los Angeles

After call being dropped by AT&T Support 6 times I was able to get through and they confirmed their AVOICS is expericning an outage. Our issue was outbound only but inbound is also affected. No ETR was given by AT&T.

We have a handful of trunk lines with them (DTLA) that are alternating between up/down every 30 seconds or so, and continue to do so. Cell phone service looks to have been briefly affected as well.
