[outages] New Orleans area AT&T Fiber

Our MPLS circuits statewide have been stable all day, including those
serving the NOLA area out of LSU HSC.  The only open ticket we have seen
from ATT this week is on some dark fiber up north in Shreveport that they
are going to re-splice in February.
