Definitely beyond regional. I have locations affected in VA, TN, KY, IL and CA. They told me 2:30p Eastern for an ETR.

Maybe beyond regional? I can confirm a Comcast voice outage for at least one small customer in Oakland, CA.  Could not call in or out, but interestingly got one test call inbound from Google voice.  Comcast support gave an ETA of 1PM Pacific to restore service.
