[outages] Vonage Enterprise Issues

A good number of our users are having issues using their Vonage VoIP
phones.  Vonage has acknowledged the issue but has not provided any ETR.

Not completely across the board - I'm at one client who has their phones
and I'm having no issues.  Many other clients are seeing problems.
