[outages] facebook slow

It's an outage that appears to impact both Facebook and Instagram (and
picked up by local news).

Their status page eventually fails to load (with an FB-provided error,
versus a browser-based timeout):

It also looks to be trending on DownDetector:

It's in the Top 10 on Alexa, so my users tend to complain about service
problems when they can't get to the site.
