[outages] vitelity system wide outage

Strangely we saw about double the normal incoming call traffic on our
Vitelity DIDs as we did last week over the last hour or so. Whatever the
issue, it's odd, but no complaints yet. Maybe they are getting DDOSed but
with spam phone calls...
