[outages] USA Communications Regional Nebraska Telco outage

USA Communications is having a telco outage that is affecting most of their central Nebraska customers (Kearney, Lexington, Minden); no calls in or out.  It's been ongoing for about two hours.  According to their support, they have no ETA for a resolution.
