[outages] Spectrum issues nationwide?

I've been having issues out of my office here in Atlanta since about 7:30pm
last night.  Intermittent dropouts and ping times to various
locations ranging from mid hundreds to mid to high tens of thousands
followed by 5 to 30 minutes of complete dark.   It cleared up from 3am
until about 8:30am EST and was flaky again until around 11:30am.  It's been
mostly solid since.   I have an engineer from Spectrum on site at the
moment looking over the local equipment and lines.  I'll post more after
he's finished and I've picked his brain a bit about any potential larger
issues.

The only extensive logging I have immediately at hand is a 1/sec ping log
from here to google's dns (8.8.8.8), but any site, anywhere I tested, no
matter the peer, was getting the same kind of times.
