[outages] HE.NET Columbus Latency & Packet Loss

Just confirmed with the staff @ HE.net  they are experiencing packet loss
and latency from the Columbus Coligix POP.

I have a feeling it is more since we have customers in Indianapolis as well
as Chicago Markets now reporting issues.
